Green Lighting: An Important Catcher Of Energy Saving And Emission Reduction

  Push harder


Lighting is an indispensable part of modern human society. Lighting power accounts for about 19% of global electricity consumption.


In order to vigorously promote lighting and power saving work, the Chinese government has adopted a series of major policies and actions. It is understood that supporting the transformation of incandescent lamps, as well as the technological transformation of energy-saving lamps and semiconductor manufacturing enterprises, the central budget has invested a total of 600 million yuan.


In 2008, the National Development and Reform Commission and the Ministry of Finance launched the promotion of financial subsidies, accumulating subsidies to promote 780 million high-efficiency lighting products. In 2009, together with the United Nations Development Program and the Global Environment Facility, the international cooperation project “China gradually eliminated incandescent lamps and accelerated the promotion of energy-saving lamps” was launched. In 2011, the Chinese government officially issued the "China Roadmap for Phased Elimination of Incandescent Lamps" announcement, proposing to phase out the plan for incandescent lamps for general lighting in phases.


Jia Fusheng, director of the National Energy Conservation Center, said that as a global lighting production and consumption country, China's incandescent lamp production in 2013 reached 3.89 billion, accounting for about one-third of the world's total output; energy-saving lamp production was 4.16 billion, accounting for about 80% of global production. "If you replace all the incandescent lamps in use with energy-saving lamps, you can save 48 billion kWh per year, which is equivalent to reducing carbon dioxide emissions by 48 million tons. The potential for energy conservation and emission reduction is huge."


Strong alliance


Since the implementation of the green lighting project, China has paid great attention to international cooperation. It has continuously cooperated with the United Nations Development Program and the Global Environment Facility to jointly carry out three international cooperation projects on green lighting.


According to statistics, up to now, the project has promoted the successful transformation of 10 incandescent lamp manufacturers, and eliminated the cumulative production capacity of incandescent lamps by 1.6 billion, accounting for 40% of the country's total production capacity; supporting enterprises to successfully build in 1044 counties in 22 provinces across the country. 3,438 energy-saving lamp sales outlets; promoted 14 advanced lighting technologies; planned and launched the “Farewell to Incandescent Bulbs and Light Green Life” campaign, and was named the 2013 Top Ten Green Events.


Jia Fusheng said that through international cooperation, it not only greatly promoted the development of green lighting projects, but also became a brand project to establish the image of China as a responsible big country.


In addition, in order to actively respond to the trend of the international community to eliminate incandescent lamps, and further promote China's green lighting project, China has gradually phased out incandescent lamps and accelerated the promotion of energy-saving lamps project office and China Energy Conservation Association Energy Conservation Service Industry Committee, jointly issued a "goodbye to incandescent bulbs. The Bright Smart City initiative calls on the city to accelerate the phase-out of incandescent lamps with practical actions. The list of the first 21 pilot cities was released.


“This is a concrete measure for China to promote the roadmap for eliminating incandescent lamps.” Jia Fusheng said that these 21 demonstration cities will make full use of the market-oriented mechanism to promote everything from green lighting to smart city construction.


Consolidate results


Although green lighting has become a popular model for people's hearts and popularization of energy conservation and emission reduction, it has made positive contributions to promoting energy conservation and emission reduction and mitigating global climate change. But saving energy and mitigating climate change are all about the well-being of all mankind. It still requires all countries to work together and act together.


Jia Fusheng said that the next step is to further consolidate the achievements of China's green lighting projects, take multiple measures, actively seize the commanding heights of the future lighting industry development, and create a new paradigm for global energy conservation and emission reduction.


Jia Fusheng said that, first of all, it is necessary to unblock the combination and increase the implementation of the roadmap for eliminating incandescent lamps. In strict accordance with the "China's phasing out the incandescent lamp road map" requirements, continue to support incandescent lamp manufacturers to accelerate transformation, increase the sales of incandescent lamps and import supervision, guide consumers to actively purchase high-efficiency lighting products, and create a good transition for incandescent lamp manufacturers condition.


Second, we must be active and steadily, and promote the technology of semiconductor lighting products in steps. In accordance with the "Semiconductor Lighting Energy Conservation Industry Development Opinions" and "Semiconductor Lighting Energy Conservation Industry Planning" requirements, research and establishment of technical product screening evaluation mechanism to accelerate the promotion of mature and applicable semiconductor lighting products and technologies.


Finally, we must be honest and pragmatic, and deepen the international cooperation between green lighting and the region. Accelerate the application of the fourth phase of international cooperation projects for semiconductor lighting, further introduce international advanced technology and management experience, and continue to deepen cooperation with Taiwan in standardization and patent strategy to jointly build the Chinese brand.


From fire to incandescent lamps, to energy-saving lamps and LEDs, lighting technology is constantly changing, product types are changing and the lighting industry is continuing to develop. Especially with the rapid development of LEDs and OLEDs, while creating more business opportunities for the lighting industry, it will also bring many issues that need to be studied together.
